Once they're stronger than the garrison, if their loyalty is low enough, they'll rebel. Rebelling citizens will take control of the settlement and establish a new clan, then legitimize their rule
campaign.give_settlement_to_player { {settlement name}} Settement names are exactly as spelled on the campaign map but no capitals and spaces are okay. ie. Tirby Castle = campaign.give_settlement_to_player tirby castle. Edit: oops didn’t notice you meant to give it to anyone. I’m not sure I’ll double check the commands 1 sec.

Mount & Blade 2: Bannerlord's Town Loyalty and Security sound like daunting concepts, especially if this is the first settlement you get to control. They don't work in a vacuum and, while the surrounding world will eventually threaten them, you have a couple of avenues to make sure that the people won't hate your guts enough to raise arms

CHmlnPw. Attack the factions armies or villagers in the campaign map to declare war. Once you have a Kingdom you can use the "diplomacy" screen to declare war. Side note I would wait tell you can field 200 troops before trying to take land. Work for a faction as a merc for a bit. #1.
Influence cheat. Start a war as a vassal. I did that too. Be in a kingdom and raid a village and start a war. If you have your own kingdom, get the policies "Council of the Commons" and "Feudal Inheritance" for massive amounts of influence per day. Council of the Commons alone is giving me 192 influence per day.
Alburton Apr 10, 2021 @ 6:37pm. Governors with a culture different than the settlement's will receive a Loyalty penalty. So a Battania governor wouldn't be the best choice for an Aserai settlement. Settlements that are currently starving (consuming more food than they generate) will also receive a penalty to Loyalty.
I can only assign companions even when I'm at the settlement. I have high steward skills and all my companions have 0. It just says I cannot assign myself as governer. As the others have said a govenor stays 100% of the time in a single fief. Imo its a bit bad design as the player has in certain spots only 2 governor skills as choice to pick.
